Summary
This position is part of the Office of Science – Consolidated Service Center, Department of Energy. This Program is a one-year developmental program that promotes careers in the Federal Government. Participants will receive training, professional development, complete an Individual Development Plan, and assigned a mentor. Graduates who successfully complete Program requirements may be eligible for non-competitive conversion to a term or permanent position in the civil service.
Duties
The following are the duties of this position at the GS-12. Since you are being selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
As a Contract Specialist, you will:
- Serves as a contract specialist responsible for pre-award and post-award functions.
- Responsible for centralized procurement of construction (if authorized), supplies, services, equipment, information technology, or other materials to meet the consolidated requirements.
- Works with the technical team leader to develop procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.
- Prepares and issues solicitation documents. Selects provisions and clauses. Ensures use of appropriate evaluation criteria in solicitations.
- Establishes method of procurement, milestones, acquisition plan and type of contract.
- Develops procurement packages which include obtaining and/or developing memorandums, scopes of work, independent Government cost estimates, reporting requirements, security requirements checklists, technical data packages, evaluation criteria, methods of solicitation and any other required documents.
- Determines contractor adherence to legal, financial, production and delivery requirements; submission of periodic technical and progress reports, and responsibility regarding timely delivery; loss, destruction or damage to Government property; shipping and material discrepancies, performance issues, or other problems.
